Unlike the last Technical Preview release—which merely added the Project Spartan browser —this one is positively stuffed with tweaks, changes and news apps. That crippling flaw aside, Windows 10 build is easily my favorite Technical Preview build thus far. In other words, Windows 10 is shaping up into the experience that Windows 8 should have been.
